The only thing not allowed is to use a non-human source (a "bot") for views, subscribers, and likes. If everyone else likes it, you should too. Even celebrities have been known to do it for good PR so that, along with news media reports, it gives potential fans the impression content has gone viral. Smart marketers understand this and know how to grow an audience through paid-for views. Why? Because without already having lots of views people are skeptical and may not be attracted to it. Even if your video is genuinely interesting it may take long to generate significant views. Basically, the need to buy views for your Youtube content is legitimate in order to look more impressive and create the illusion of interest. I will paraphrase what companies say who offer services for what they call a "campaign" for indie artists. What follows in the same search results is simply absurd. It means the company agrees views can be intentionally manipulated, or rather a view only needs to appear to have come from an actual person even if the person was paid to view your content.
However, if you choose the right service for buying views you shouldn't have an issue. It's against YouTube's Terms of Service to buy bot views or to trick people into watching a video.
